How to improve spoken English

I’ve been teaching English as a second language for over 10 years and I hear the same kind of thing all the time.

Students are shy with their speaking because they are afraid they will make a mistake.  They tell me they don’t know how to “express themselves clearly in English”.  When people speak to them in English, they can often understand but they don’t know how to answer.  They feel embarrassed.  They know they should improve, they want to improve, but they don’t really know how to improve.

They tell me reading and writing much easier than spoken English.  Then they tell me the only way they can actually improve their spoken English is to either move to an English speaking country or meet a western boyfriend or girlfriend.  They can’t imagine doing it online.

I’ll be honest, these ideas do make sense and I can really understand how the students feel.  How can you learn to speak better if you aren’t speaking with anyone?
